As President of the Peruvian Business Council in Dubai, Liliana leads the organization, represents its members, and drives strategic initiatives to foster business growth, trade, and investment between Peruvian entrepreneurs in the UAE and Peru. She engages with government entities, business organizations, and key stakeholders to strengthen the Council's presence and credibility.
She oversees governance, financial sustainability, and strategic projects, fostering collaboration across industries such as mining, gastronomy, tourism, retail, marketing, digital services, and the arts, and builds relationships with chambers of commerce and corporate partners to create commercial opportunities for Peruvian businesses in the region.
Strengthening bilateral relations is a key priority, connecting Peruvian entrepreneurs in Dubai with business leaders in Peru through networking, mentorship, and training programs.
Karlo A. Pacheco is a visionary Managing Director and award-winning chef with over 20 years of experience in the international Food & Beverage industry. A graduate of Johnson & Wales University in Miami, he later expanded his expertise at Harvard Business School through the “Leading with Finance” executive program in 2024.
He leads three food businesses under FOODSERVICE APME, including Maxzi The Good Food Shop — named “Best Burger” in both Dubai and Abu Dhabi — and manages Indoguna Dubai, which under his leadership has become the largest distributor of Peruvian products in the region.
Javier de la Flor is Managing Director and Sr. VP of Operations for Asturias Investment Group, a multinational global real estate investment company with operations in the Americas and Middle East.
Formerly Executive Director of Global Project Execution, General Manager, Projects Director and Director of Operations for multinational corporations, he brings more than 24 years in the oil & energy industry. He is skilled in project management, business excellence, operations management and lean processes, and holds an MBA focused on lean implementation, engineering, manufacturing, finance and operations.
Rolen Guzmán combines 20+ years of leadership in high-growth startups and multinational corporations to design and execute strategies that turn bold ideas into measurable impact.
He has built and scaled SaaS platforms from zero to market-leader status, forged partnerships that unlocked new revenue streams, and led cross-functional teams across Europe, Latin America and the Middle East. His expertise spans growth hacking, brand positioning and data-driven campaigns — always with a focus on elegant simplicity and user-first design.
A graduate with honors in Environmental Science and Management from The Open University (UK), Yuriko León has over a decade of international experience in hospitality, property management, and sustainability. She currently leads the Business Development, Training, and Sustainability division of the Council.
She is also Founder and CEO of GYL Holiday Homes, a Dubai vacation-rental and property-management company known for quality, transparency and personalized service. A regional resident for 14 years who has worked with companies such as Qatar Airways, she actively promotes Peruvian talent and international collaboration.
